The spirit of American participatory democracy lies at the heart of
Project 540, a national civic education program directly engaging
high-schoolers in the democratic process. In its first year (2002-03),
over 140,000 students in 230 U.S. high schools used it to identify issues
they cared about and take part in civic engagement activities addressing
those issues.
