With the reauthorization of the Individuals With Disabilities Act, learning-disabled
students continue to receive the valuable services they need in the public
school system. However, too often, these students are left out of programs
for bright or gifted children. Some educators overlook these students’

to see that many of the 2.9 million learning-disabled students in U.S. public
schools are actually gifted students with learning difficulties.
